Altium seems to be OK with dealing with being able to open newer and older versions as well as not having to deal with dongles or some cookie-jar BS that locks the install to a specific machine. It is developed by Australian software company Altium. As to Allegro, once opened and saved in version 17, you can no longer open in previous versions - sort of like Solidworks. Altium Designer is a PCB and electronic design automation software package for printed circuit boards. As to even older Windows for Orcad files (6.22 - 7) I had to go find an abandonware site that had the four installer floppys of Orcad 7.2 in order to open my files from the mid 1990's. I have an old copy of Orcad 10 I use to bring stuff from Altium into Orcad.

Orcad versions 16.6 and later will not open version 7 or older Orcad files (altium exports version 7). I have little issues in opening AD19 files with the older AD6.9. For hand builds I use an old addon called QualeCAD 9 no longer available) in AD6.9 that allows me to generate build sheets in PDF. Going from 99SE is a bit weird, but I've been able to backvert newer 19 designs to P99SE. I have an XP box that runs AD15 (last version for XP support) and I can open 19.1.7 files with little issues. If you download the full installers for the various versions it will allow you to install on older OS's. I've tested installation on machines with dates well into the future and no internet connection.

my only hope that both CM and CS to be like Altium full version, so one can upgrade for the next version without re-learning every tool and shortcut.If you use the standalone license you get an ALF file. No money at all to even think about CS for the time being. then I guess CS will have more than enough features for most if not all people, given that it might have a license of say 1.5k. As they said, even CM will have all basic features even more than the existing tools for the range (EAGLE for example), and it will be fully working.

But let's ask this: If CS is professional tools with lower cost (just like they are saying at their website), who will buy that +9k version? you could say that depends on what features does CS provide and If they are enough to give up the full version or not. So, I expect most of the companies to buy CS. CM is free, CS is a professional lower cost software. Having a free and lower cost tool is the best that could ever happen if done properly. I mean, maybe you won't make enough profit from the boards that you designed using it to cover the 9000$. Well, regardless of any opinion, it is still very pricey. Plus, it is quite quick & easy to make your own components, both Schematic & PCB. Silicon Valley Garage on this forum also has a good array of extra components which he has kindly offered to forum members for free. I'm assuming from your comments that you have Altium ver 10, in which case you have a copy of the 'frozen libraries'. Protel PCB was marketed internationally by HST Technology since 1986. It has roots back to 1985 when the company launched the DOS-based PCB design tool known as Protel PCB (which later emerged into Autotrax and Easytrax).Originally it was sold only in Australia. The problem is that the procedures & menus change with each version bump, so often their answer sheds little light on the 'easiest way to do something'. The Altium support team generally try & find your question in the manuals & they will quote you that verbatim. At least you are communicating with people who use Altium everyday. Dave gets more visitors to his EEVBlog website everyday than Altium do, so ask for help here instead of the Altium Forum. I'm sure there are other ways of doing this too (as it is an industry standard). If you want 3D STEP, export your existing Altium board into PCAD format & then import that into DipTrace which is pretty inexpensive. Version 13 & 14 don't offer a lot more over say version 6.9 unless you are into flex boards/high speed tuning/3D STEP design. Then simply don't upgrade your Altium licence.
